Car parking
Parking is available at five main locations. Two of these, the quarry car park and the golf club car park have a parking charge.
No motor vehicles are permitted on the Common itself.
PAYMENT
1. How much does it cost to park in the paid-for car parks?
The parking tariff is £2. This covers a 24-hour period from the time of entry.
2. If I leave and return to the car park later the same day, do I have to pay again?
No, the charge covers multiple visits within the 24-hour period.
3. What happens if I can’t find a space or I am just dropping off or picking up passengers?
No parking fee is charged If you leave the car park within 20 minutes of arrival.
4. Do charges apply to set hours of the day or days of the week?
Car parking charges apply 24 hours per day, 7 days a week.
5. How do I pay?
Payment can be made via the PayByPhone app or at the machine by card or cash. If using the app, the location reference number is 809046. The payment machine is located on the side of the golf clubhouse, in the passage through from the front lawn. You will need to ensure that you enter the full and correct number plate of your vehicle. Regrettably, we can’t have a machine in the Quarry Car Park because there is no electricity supply.
6. Do I have to pay on arrival or before leaving?
Payment must be made on arrival in the car park unless you plan to spend £2 or more in the golf club immediately after arrival. You must enter your number plate at the terminals inside the golf club when making your purchase to avoid a parking charge. See the exemptions section below for more detail.
7. Where can I get help if I’m having problems making the payment?
At the Golf Club reception, the café or restaurant. If these are closed, refer to the Parkingeye website www.parkingeye.co.uk or call them on 0330 555 4444 for help.
8. Do I need to display a ticket in my car?
No. The system logs your car number plate and connects that with your payment.
9. What happens if I don’t pay?
You will face a non-payment parking charge of £100, which may be reduced for prompt payment. This charge is administered and collected by the parking company, Parkingeye, not by Cotswold Hub Ltd or Cleeve Common Trust.
10. What if I make a mistake entering my number plate?
If you realise during your visit, call in at the Golf Club Reception to rectify the error. If it is following your visit, please refer to the Parkingeye website www.parkingeye.co.uk for help.
11. How do I appeal against a parking fine?
Any appeal against a fine should be made directly to the parking company, ParkingEye, via their website www.parkingeye.co.uk. Please note that neither Cotswold Hub Ltd nor Cleeve Common Trust are involved in the appeals process.
EXEMPTIONS
12. Does everyone have to pay?
All customers of the bar/restaurant (Flynn’s on the Hill and Cleeve Hill Golf Club can park for free as long as a purchase of at least £2 is made on the day of the visit. You must enter your car registration into the tablet on the bar or reception desk. Please speak to any member of the Cotswold Hub team if you need assistance.
Golf Club members and Members of Cleeve Common Trust are entitled to park as part of their membership package.
Other invited visitors, for example, participants in a golf tournament, may also be exempted from parking charges. They will be informed of the details before visiting. Please do not assume you are exempt.
Tariffs and all terms and conditions apply to Blue Badge holders.
CLEEVE COMMON MEMBERSHIP
13. What are the advantages of becoming a Member of Cleeve Common Trust?
Your membership includes parking for up to two cars registered at the same address at no further cost, as often as you wish throughout the year (subject to there being spaces available). Other benefits include vouchers towards the cost of Cleeve Common events and refreshments in the café or restaurant.
14. How much does it cost?
The cost of membership is £40 per year. There is a concessionary rate for anyone who is currently receiving Universal Credit or Pension Credit. Membership is for a 12-month period from the date that you join.
15. How do I apply to become a Cleeve Common Member?

There are a few steps that must occur before your application is fully active, and you can park for free. Below the process is outlined. We do apologise for the several steps; however, this is out of our control due to the way the parking system is administered by the golf club and ParkingEye.
Go to our Membership page and click on the ‘Join Us / Renew’ button. If you are not able to use the internet, you can call us on 07471 687 877.
Select the type of membership you require: for most applicants, it will be the standard full membership.
Complete the form with all your information, being sure to double-check your number plate has been entered correctly.
Click ‘Next’, check your details and then click ‘Send for Approval’. You do not need to pay at this stage.
Processing may take several days because we have to pass car details to the Golf Club staff to enter into the ParkingEye database.
Once processing is complete, we will ‘Approve’ your application and you will be asked to pay. If you pay by PayPal, the next step of the process will be automated. If you choose to pay by BACS it will be a little slower as we have to manually check our bank account.
When payment has been received you will receive a welcome email saying your membership is now active, and then you can start parking for free. This will include your membership card and vouchers.
VERY IMPORTANT: I you change your car, please log into your account and amend the details. YOU MUST ALSO EMAIL US since the system does not automatically alert us to changes.
If you need to park after registering (or changing your vehicle), but before membership activation (or confirmation of changes), then, if the golf club is open, you can go in and speak to the staff there who can add your details if you show proof of membership/membership pending.
16. What happens if I change my car during the membership year?
Please log into the Membership database and update your car registration and make/model. VERY IMPORTANT: YOU MUST ALSO INFORM US by email to info@cleevecommon.org.uk so we can ensure the new registration is entered into the ParkingEye system. This does not happen automatically, and you need to wait for confirmation that the change has been made before visiting in your new car.
17. Can I join when I’m actually in the car park?
It’s best to apply before your first visit, but you can do it while you are at the Common if the golf club is open. Fill in the application form and then go to the Golf Club reception. On being shown proof of your joining (i.e. pending email), they can validate your membership and free parking will start from that day. You can follow the same process if you have applied but have not yet received confirmation.
18. As a Cleeve Common Member, where can I park?
If you are visiting the Common, we ask you to use the Quarry Car Park. Should this be full, you may park in the golf club car park but please use the spaces furthest from the club house. Please note that the gate to the Quarry car park will continue to be locked at night: this is to prevent joyriding and antisocial activities on the Common overnight.
19. What are the Membership fees used for?
The full amount of your membership fee supports the Trust’s conservation work to maintain the Common as a beautiful part of our local landscape.
WHAT AND WHY
20. Why do you charge for parking?
The growing number of visitors in recent years to the Common and the Golf Club has placed increasing pressure on the car parks. This has resulted in members of the Golf Club and patrons of the café and restaurant facing increasing difficulty in finding parking spaces. The Cotswold Hub, which owns the golf club business, therefore decided to engage a parking company, ParkingEye, to provide a long-term solution to managing parking. The system became operational in July 2023.
The Trustees of Cleeve Common Trust decided they would have to include the Quarry car park in this solution, to avoid congestion at the narrow entrance and the access lane. This might also pose a risk to visitors on foot, cycle or horseback.
21. Which car parks are included?
The Golf Club car park, including the overflow area once it becomes available, and Quarry car park on the Common. All other car parks and parking areas are free to use.
22. Is there anywhere I can still park for free?
Free parking is available elsewhere: at the Radio Masts, at Wardens’ Wood car park at the far end of the Common, at the end of Wickfield Lane (the access road to the Golf Club) and in the laybys near the top of Stockwell Lane. we have no intentions to start to charge for parking in these locations.
